The story of success is spread to more than three decades when he joined as section chief within the department of Financial Affairs, Ministry of Finance & Petroleum in 1973. After that he held many key posts in the ministry such as Director of Financial Affairs in 1988 and Under Secretary of Ministry of Finance, Economy & Commerce in 1993. He assumed his current post in 1998.
H.E Kamal holds a B.A in business administration from Cairo University and several public financial courses from The International Monetary Fund and different American Universities.

Ramzi is a Managing Director and Head of Business Development at Investcorp – a global alternative asset manager with more than $12 billion in assets under management. Prior to joining Investcorp, Ramzi was the founder and chief executive officer of an online/wireless financial services firm serving clients in the Middle East North Africa region. Ramzi has worked previously with McKinsey & Co.’s Silicon Valley Office in Palo Alto, CA. He has also worked with Accenture in the Middle East and Booz Allen & Hamilton in the US.
Ramzi holds an MBA from the Sloan School of Management at the Massachusetts Institute of Technology (MIT) in Cambridge, and a B.Sc. in Computer Information Systems [with Honors and Highest Distinction] from the Kelley School of Business at Indiana University, Bloomington.
Ramzi currently serves as part of the management committee for the GCC Board Directors Institute (GCC BDI). The GCC BDI is a not-for-profit organization dedicated to promoting professional directorship and raising the level of board effectiveness in the Gulf Cooperation Council. The founding corporate partners of the GCC BDI are Investcorp, Saudi Aramco, Sabic, Zain, and EmiratesNBD. Vanessa is a partner in our Corporate department. Vanessa specialises in securities law, IPOs, stock exchange listings, mergers and acquisitions, fund formation, joint ventures, private equity and general company and commercial law (including financial services and regulatory matters).
Vanessa's experience includes advising listed companies and investment banks in relation to a range of equity and debt security issues and funds and dealing frequently with regulators. Vanessa’s transactional, company and commercial law experience includes advising in relation to acquisitions, joint ventures, partnerships, company and fund formation and restructuring.
Before joining Simmons & Simmons, Vanessa spent three years with Clyde & Co in their Dubai office. Vanessa's legal background includes two and a half years working for the New Zealand Stock Exchange and several years at New Zealand's largest commercial law firm.
In addition to her Bachelor of Laws degree, Vanessa has a Bachelor of Commerce and a Stock Exchange diploma (in financial markets) from the Securities Institute of Australia. Vanessa is also currently a member of the Dubai International Financial Exchange Practitioners' Committee.
Mr. Ahmed joined Baker Botts in May 2009. He specializes in Banking, Islamic Finance and Project Finance. Prior to joining Baker Botts, Mr. Ahmed was the Managing Partner of an international law firm’s office in Dubai. Mr. Ahmed has worked with most of the major international commercial banks, the leading export credit agencies and multilateral and development finance institutions, including European Investment Bank, African Development Bank, Proparco/AFD, Islamic Development Bank, MIGA, EBRD, JBIC, USEXIM, NEXI, Hermes, KfW, SACE, MedioCredito, Simest, ONDD, OeKB, ERG, Coface and Sinsosure. Mr. Ahmed has extensive experience of advising banks (conventional and Islamic), project companies and sponsors on energy/power, transport PPP and infrastructure projects. He is recognized in the Banking and Finance section of The Legal 500 Europe, Middle East & Africa, 2009.
Alberto Álvarez is a Partner in McKinsey & Company’s Dubai Office. Since joining the Firm in 2000, he has been involved in strategy development, organizational design, operational improvements and corporate finance for large and medium sized institutions in the Americas, Asia and the Middle East.
Alberto co-leads McKinsey’s Global Treasury and ALM service line and is a frequent speaker and panelist on treasury issues at various forums and conferences on risk worldwide.
Before joining the Firm, Alberto was a consultant for Arthur D. Little´s Corporate Finance and Financial Institutions practices, and a project engineer for Rockwell International’s Motion Control Division.
He holds a professional engineering degree in Electrical Engineering from Universidad Simon Bolivar in Caracas and an MBA with emphasis in finance from New York University’s Stern School of Business.
Dr. Abdulrahman Mohammed A. Al-Barrak joined the Capital Market Authority as Commissioner in May 2009. Dr. Al Barrak is a holder of PhD in Finance from the University of Newcastle upon Tyne (UK) and MS in Finance from University of Colorada . Before joining the CMA, Dr. AlBarrak was Dean of faculty affairs at King Faisal University and the chairman of finance department.
Dr. Salim Al Gudhea holds a PhD in Economics from Southern Illinois University-Carbondale in 2003; specializing in monetary economics and energy economics. He is currently serving as the Head of the Monetary Union Unit at the Gulf Cooperation Council-Secretariat General as a Minister Plenipotentiary since March 2008. Prior to that, he worked at the Saudi Arabian Monetary Agency (SAMA) as an economic advisor between 2003 and 2006, and as economic researcher between 1998 and1999. He also worked as a senior economist at Joatha Business Development Consultants between 2006 and 2008. Dr. Al Gudhea has a set of published papers at the Journal of Economics and Business, Journal of Emerging Markets, Economic Systems, and Economic Studies.

Ahmed is The Head of corporate Governance Department, Capital Market Authority, KSA. He has over eighteen years experience in Risk Management, Corporate Governance, financial Analysis, Accounting standards, Bank management, compliance and audit. He has significant experience of working closely with the international accounting firms, board members and executives of large listed companies in Saudi Arabia. He was trained in many of international institutions and schools such as World Bank, IMF, US Federal Reserve’s, Harvard.
Mr. Al-Sheikh was a board of director and an audit committee member of a Saudi Tunisian bank "Stusid Bank" from 2004 – 2009.
Before joining The Saudi Capital Market Authority CMA, Mr. Al-Sheikh worked for Saudi Arabia Monetary Agency (SAMA) for a number of years his last position was Head of local Banking supervision. During his career, he has participated and represented Saudi Arabia in many of international working group and committees.
Maryam Al Suwaidi joined the Securities and Commodities Authority (SCA) in 2002 as principal Legal Advisor. Currently, she is the Acting Deputy CEO for Legal Affairs, Issuance & Research and she reports to the Chief Executive of SCA. Mrs. Al Suwaidi is the holder of a Masters Degree in Commercial Law from the University of Wales in the U.K. She is currently concluding her PhD studies at the London School of Economics with a doctoral dissertation covering selected aspects of securities regulations. She has experience covering diverse environments, including contributions to the Dubai Chamber of Commerce and Industry, and serves as a lecturer at the Institute of Training & Judicial Studies - Abu Dhabi.
Mrs. Al Suwaidi is responsible for reviewing applications for the incorporation of public joint stock companies and the conversion of private joint stock and limited liability companies to public joint stock companies. She has participated on many committees and teams including the Stock Companies Joint Committee between the Ministry of Economy and the Securities and Commodities Authority chaired by the Minister of Economy; the SCA Review Committee of Laws and Regulations; the SCA Leadership Team; and the UAE negotiation team for the Free Trade Agreement (FTA) with the United States of America. She has also been a featured speaker at a number of events.
Leas is the founder and Managing Director of Complinet’s Middle East operation. He has responsibility for business development throughout the region. Complinet has regional offices in Dubai, Sydney and Hong Kong. Complinet's customers in the region include the Central Bank of Bahrain (CBB), the Dubai Financial Services Authority (DFSA) and the Qatar Financial Centre Regulatory Authority (QFCRA).

Dr. Mohd Daud Bakar is the President/CEO of International Institute of Islamic Finance (ABS) Inc. (BVI) and Amanie Business Solutions Sdn. Bhd. Prior to this he was the Vice-Chancellor at the International Islamic University Malaysia. He received his first degree in Shari’ah from University of Kuwait in 1988 and obtained his PhD from University of St. Andrews, United Kingdom in 1993. In 2002, he went on to complete his external Bachelor of Jurisprudence at University of Malaya. He has published a number of articles in academic journals and in various conferences both local and overseas. Dr. Mohd Daud is currently the Chairman of the Central Shari’ah Advisory Council of the Central Bank of Malaysia and is a member of Shari'ah Advisory Council of Securities Commission of Malaysia. He is also a member of Shari’ah board of Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) (Bahrain), Dow Jones Islamic Market Index (New York), Oasis Asset Management (Cape Town, South Africa), Unicorn Investment Bank (Bahrain), Financial Guidance (USA), BNP Paribas (Bahrain), Morgan Stanley (Dubai), Jadwa-Russell Islamic Fund (Kingdom of Saudi Arabia), Bank of London and Middle East (London), Noor Islamic Bank (Dubai), Islamic Bank of Asia (Singapore), and in other financial institutions both local and abroad. Dr. Mohd Daud is also actively advising in capital market product structuring such as Sukuks.
Mark Beer has been Registrar at the DIFC Courts since 2008. In this role, Mark undertakes judicial functions and other duties prescribed in Article 17 of the DIFC Courts Law No. 10 of 2004. He is also charged with administrating the DIFC Courts office and staff.
During Mark’s tenure he has lead various initiatives to promote access to justice and to create a world class, efficient, transparent and fair judicial system. This has included overseeing the implementation of a world leading, electronic case management system to enhance the efficiency of the Courts’ operations. Mark has been instrumental in the DIFC Court’s adaptation of a Code of Professional Conduct and he has supported the development of the DIFC Courts’ pro-bono programme, both of which are firsts of their kind in the Middle East.
To increase understanding of the DIFC Courts within the UAE’s legal community Mark has worked to establish a DIFC Courts Legal Practitioners’ Series, in the shape of quarterly seminars and lectures on matters that concern the DIFC Courts working practices and related issues.
Mark has played a key role in developing formal working relationships between the DIFC Courts and the other courts in the UAE and internationally. In Dubai he has been involved with formalising agreements covering enforcement and joint initiatives to promote training with the federal courts.
The DIFC Courts are a critical component of the DIFC’s international business offering and accordingly Mark has represented the Courts, working to increase awareness and understanding of the system on a global scale. He encourages and regularly welcomes international dignitaries and delegations on behalf of the Courts, raising awareness of the DIFC’s world class judicial framework.
Mark joined the DIFC Courts after five years working at MasterCard Worldwide in Dubai where he had served as the company’s Regional Legal Counsel for South Asia, Middle East and Africa and was later promoted to Vice President, heading MasterCard’s Government Relations and Corporate Services across the same region. Previously, Mark worked in the corporate finance team of Man Investments in Switzerland and prior to that in private practice both in the UK and the UAE.
In December 2009, Mark was appointed Registrar of the Special Tribunal Related to Dubai World. The tribunal was established by the Ruler of Dubai, Sheikh Mohammed Bin Rashid Al Maktoum, to handle various matters pertaining to the settlement of the financial position of Dubai World and its subsidiaries.
Ms Craggs is a Legal and Compliance professional with more than 22 years experience across public and private sectors, managing diverse teams across developed and emerging market jurisdictions, with core expertise in financial markets, including treasury and derivatives, consumer banking, wealth management and corporate banking. Ms Craggs worked as a regulator with the Monetary Authority of Singapore for 8 years specialising in securities and banking. Following this, she spent 10 years with JPMorgan where she was responsible for Asian global markets compliance and headed the SSEA treasury and derivatives legal team. Ms Craggs worked closely with industry counterparts and international bodies such as the Singapore and New York Foreign Exchange Committees on the Indonesian Rupiah, Thai Baht and Malaysian Ringgit closeout issues. From 2004 - 2008, Ms Craggs was General Counsel and Group Head of Legal and Compliance for DBS Bank, where she was responsible for all legal and compliance support for 14,000 staff across 16 jurisdictions. In addition to organic activity across the spectrum of commercial banking, wholesale banking, and wealth management activities, this included completing the acquisition of a Taiwan bank, the incorporation of a mainland China bank subsidiary, and bank and non-bank jointventures in India, Thailand, Malaysia, mainland China, the Middle East and the formation of an Islamic bank. Since 2009, Ms Craggs is Adj Professor of Law with the National University of Singapore.
Ms Craggs read law at Cambridge University, UK and is qualified in England and Wales, the State of New York and the Republic of Singapore. Under Ms Craggs' tenure, JPMorgan and DBS were elected Best Inhouse Banking Legal team by the Asian Law Awards in 2001 and 2006 respectively. She is a Chartered Financial Analyst (CFA) and member of the Board of the Singapore CFA Society and Chair of its Advocacy Committee. Ms Craggs is a member of the Appeals Advisory Board, appointed by the Singapore Minister for Finance to review appeals from decisions made pursuant to financial legislation in Singapore.
Clare is a Director of CCL Limited and joined the company in October 2007. She has been in the financial services industry since 1996 and was a registered Compliance Officer, MLRO and Data Protection Officer for several investment banking and private equity sector firms. She monitored market abuse for the London Stock Exchange, and assisted member firms with ongoing compliance.
In 2006/07 Clare worked for the Dubai Mercantile Exchange as Director of Membership Surveillance and was instrumental in setting up the DME's membership department including advising potential members on applications and Dubai regulations. She also helped establish the DME's surveillance procedures.
Clare is a Member of the Securities & Investment Institute in the UK and holds a LLB Hons Law degree from King's College London.

Michael joined Qatar Financial Markets Authority in 2007 and has responsibility for managing the regulation of brokers, exchanges, clearing houses and other financial services licensees. Prior to joining Qatar Financial Markets Authority, Michael worked at the Dubai International Financial Exchange and was responsible for implementing the regulatory framework for the Exchange during the project phase of the Exchange. After the Exchange commenced operations, Michael managed the Surveillance, Compliance and Listing functions.
Prior to joining DIFX, Michael worked for fifteen years at the Australian Stock Exchange. During his time at the exchange he was involved in a number of roles including Counsel - Disciplinary Tribunals, Legal Manager -Clearing and Settlement, Assistant Manager – Surveillance and Analyst - New Business Development.
Michael holds a combined Arts/Law degree and is an Associate of the Securities Institute of Australia.
Mr. Emmons is Partner in Charge of the Middle East region for Baker Botts. He has extensive experience representing clients in oil and gas, technology, private equity and outsourcing industries. Mr. Emmons' principal practice areas include mergers and acquisitions, joint ventures, and securities offerings. He has broad experience in matters of corporate strategy and governance, compliance with securities laws and US regulations affecting foreign trade, and compliance with anti-corruption and anti-bribery laws. He also advises issuers and investment banking firms in corporate finance transactions of all kinds, including initial public offerings and follow-on offerings of equity securities, public offerings of debt securities, private placements, including venture capital investments, and financings with commercial banks and other institutional lenders. Bill Howarth is the Chief Executive Officer (CEO) of International Compliance Association (ICA), responsible for global policy and initiatives in the field of Compliance, Anti-Money Laundering, Financial Crime Prevention, Education, Training and Research in over 30 countries.
With a background of over 35 years in Legal and University teaching, he speaks extensively at International Conferences, Seminars and Workshops. He is a prolific writer in the field of trusts, international cross border issues and compliance education and training and is the general editor of the ICA’s training course texts and training materials.
Bill Howarth has held numerous academic, teaching and directorial posts at a number of leading Universities and has been the principal of a legal training college. Prior to joining the ICA Bill wrote and designed the education system and training programme for the global Society of Trust and Estate Practitioners (STEP) qualification and contributed and taught on the MBA for Wealth Managers at the University of Manchester Business School.
Wayne is a director in KPMG Qatar’s Advisory group and Head of the firm’s Forensic practice. He has more than 15 years of forensic experience. Wayne has directed numerous investigations in both the public and private sectors and currently serves clients in Bahrain and Qatar. Prior to joining KPMG in Qatar, Wayne directed a large-scale forensic investigation co-sourced by one of Africa’s leading cellular network providers and served as a team leader for one of South Africa’s largest transport utility providers. Wayne also served as the National Team Leader on a 26-month investigation performed for a South African government department.
He has facilitated a number of Fraud Awareness and Internal Audit Fraud Detection and Investigation Workshops and has spoken on the topic at a number of public conferences and seminars.
Brian Frazier serves as the United States Resident Legal Advisor for the United Arab Emirates and the Middle East, working out of the United States Embassy in Abu Dhabi. He is detailed to this post from the federal prosecutor’s office in Miami, Florida, where he has served for eight years. Mr. Frazier graduated from Dartmouth College, the University of Cambridge, and Yale Law School. He has worked in the Office of the Solicitor General at the United States Justice Department and clerked for Judge Patrick Higginbotham of the United States Court of Appeals. Mr. Frazier has also spent a number of years in the private practice of law, where he has handled complex commercial and white collar criminal cases. Mr. Frazier has prosecuted narcotics, public corruption, espionage, and terrorism cases, including cases in which the defendants provided material support to designated foreign terrorist organizations and committed money laundering offenses.
Sarah Ingram is a reputed name in the capital and commodity markets compliance industry, with over 16 years of experience. Sarah is the Chief Compliance Officer, Chief Operations Officer and Board Director of Essdar Capital Limited and Essdar Capital Managers Limited, two DFSA regulated entities. Prior to this Sarah was CCO and Risk Advisor to the Board of Dubai Mercantile Exchange Limited (DME), set up in 2006 to establish the first sour crude benchmark within an international regulated exchange environment. Sarah was an integral part of the senior executive involved in establishing the first international energy exchange to world class regulatory standards in the Middle East. During this position Sarah was shortlisted for the prestigious Complinet award of International Compliance Professional of the year.
From 2001 to 2006, Sarah worked in London, at Standard Bank Plc, where she had full oversight of global asset management and private client services businesses. One of the projects executed when at Standard Bank was MiFID project where she was a member of the UK MiFID steering committee. Earlier she had oversight of resource banking (trading, financing and advisory), Russia, China and offshore entities, at which time she liaised with all global commodity exchanges and clearing houses. Sarah won the coveted Complinet award of Compliance Trainer of the year in 2005.
From 1994 to 2001, Sarah worked at the London Metal Exchange (LME) as well as the Japan Metal Centre, London.
Sarah is a Fellow of the Chartered Institute for Securities and Investments and is frequently requested to present on both Compliance and Corporate Governance at International Conferences. In addition Sarah is also a committee member of the Dubai International Financial Centre’s Compliance Officers Networking Group.
Paul is responsible for developing and communicating Complinet's marketing strategy, value proposition, brand and mission throughout the world. He is also tasked with gaining acceptance and preference for Complinet's solutions within target markets and through key channels.
Prior to joining Complinet, Paul held various VP marketing positions at successful companies that include Orchestria, Axiom Systems, GenesysLabs and Broadbase Software (now Kana).
Adrian Jossa joined Goldman Sachs in 2007 as Executive Director and Head of Compliance for the Middle East and North Africa region, based in Dubai. Adrian previously worked at Deutsche Bank in Dubai, where he was Head of Compliance for the MENA region and General Counsel. Before Deutsche Bank, Adrian worked for the Dubai International Financial Exchange as General Counsel, Head of Compliance and Head of the Membership Department, and for several banks such as Citigroup, HSBC-CCF and Société Générale, in similar functions. He also spent two years with the Conseil des Marchés Financiers (now L'Autorité des Marchés Financiers) in Paris, in charge of international relations and lobbying. He was also a member of the Legal Committee in the French Banking Federation, and more recently participated in the setting up of the Dubai Compliance Networking Group. Adrian has a Master's degree in Law from the University of Paris - Assas, and a Master's degree in Finance from Sciences Po Paris.
Jahangir Khan is the Director of Risk and Compliance for the Dubai International Financial Centre Authority (DIFC Authority) and also holds statutory positions such as the Anti-Money Laundering Commissioner and Data Protection Commissioner for the organisation.
He has previously held various compliance and risk positions across the Asia Paci c, Europe, Middle East and Africa (EMEA) and Latin American regions. He assisted in the build-out of equity and equity derivative businesses in the Asia Emerging Markets region for JP Morgan. He also served as the Head of Legal and Compliance for Travelex Financial Services. As a risk and compliance professional, Jahangir Khan has advised and overseen compliance efforts over many different nancial product streams, developed and implemented governance structures as well as risk and compliance programs, dealt with a plethora of risk, compliance and regulatory issues and been involved in numerous investigation and policy making efforts with regulators in many jurisdictions in the Asia Paci c and EMEA regions.
David is Chairman, Gulf Region, at Financial Dynamics (FD). FD is the region’s longest established, most respected and experienced financial communications consultancy, underpinned by FD globally, one of the world’s most highly regarded communications consultancies, and part of FTI’s billion dollar global business advisory firm.
David is also Executive Director, Middle East Business Development, at CCB International Securities Limited, a wholly owned subsidiary of CBB International which is in turn part of China Construction Bank, China and the world’s second largest bank.

Previously, until late 2008, David was Managing Director, Business Development for Global Banking in the MENA region with HSBC, whom he joined in 2005. David was also SEO of HSBC Middle East Leasing Partnership, an entity he established for the Bank.
Between 2003 and 2005 David worked with the newly created Dubai Financial Services Authority, the entity established to regulate financial services undertaken in and from the Dubai International Financial Centre (DIFC), latterly in the capacity of Acting Chief Executive, the DIFC having rapidly become a predominant financial centre in the Middle East region.
Between 1989 and 2001, David was Chief Executive of the London Metal Exchange in the City of London. Under David's stewardship the Exchange's turnovers increased tenfold to USD3 trn and its global market share increased to over 90 percent. David was also a Director of the London Clearing House and the Futures and Options Association, both of which he helped restructure, and was a member of the Bank of England's City Euro Group.
A British citizen, David is a qualified accountant (FCCA), business graduate (MBA) and Fellow of the Chartered Institute for Securities & Investment (FCSI).
Paul M. Koster is the Chief Executive of the Dubai Financial Services Authority. Mr. Koster’s priorities as Chief Executive include enhancing the DFSA’s standing as an internationally respected regulator; building capability, particularly in relation to developing regulatory skills in the UAE; and further developing the DFSA’s approach to risk-based regulation.
Prior to becoming Chief Executive, he was Commissioner and Member of the Executive Board of the Autoriteit Financiële Markten (Netherlands Authority for the Financial Markets), where he was identified as one of the four leaders shaping the conscience of Dutch business. Mr. Koster joined the AFM in March 2001 and in addition to his duties as a Commissioner he chaired, from May 2006 to December 2007, CESR-Fin, the permanent working party of the Committee of European Securities Regulators that co-ordinates the endorsement and enforcement of financial reporting standards in Europe. For the previous two years he had chaired CESR’s Subcommittee on International Standards Endorsement. During his time with the AFM, he was also a member of the International Organization of Securities Commissions (IOSCO) Chairs’ Committee and, as Chief Executive of the DFSA, he remains actively involved in the work of IOSCO.
Mr. Koster previously served as Executive Vice President (Corporate Internal Audit) at Royal Philips Electronics (1998–2001); as Managing Partner Corporate Finance, Coopers & Lybrand (1988–1998); and as Chief Compliance Officer and Acting Commissioner of Quotations, Amsterdam Stock Exchange (1986–1988); and carried out a number of senior finance functions in his earlier career, having trained as an accountant with Arthur Andersen.
Mr. Koster is a licensed Register (Chartered) Accountant; he qualified through the Royal Dutch Institute of Chartered Accountants in 1977 and was certified RA in 1983.
In May 2009 Mr. Koster joined the Advisory Board of Emirates Securities and Commodities Authority (SCA), the UAE’s federal securities regulator, and in July 2009 he is expected to join the Consultative Advisory Groups of the International Auditing and Assurance Standards Board (IAASB) and the International Ethics Standards Board for Accountants (IESBA).
Paul Koster is a Dutch national, married and has two adult children.
Prior to joining the QFCRA in 2006, Mr. Lesser had 35 years of experience as a supervisor of banks and financial institutions. A recipient of the Robert H. McCormick Award for Excellence in International Bank Supervision, Mr. Lesser previously worked at the New York State Banking Department as Deputy Superintendent of Banks, with overall responsibility for the supervision of depository institutions. He headed various divisions at the N.Y. State Banking Department, including Large Complex Banks, Foreign Banks, Research and Technical Assistance and held the position of Chief Bank Examiner. He also had responsibility for overseas examinations and international regulatory liaison. Mr. Lesser has drafted protocols (both interstate and federal-state) for the U.S. foreign bank supervision cooperation agreements. He has also worked on the drafting of the rating system and examination manuals used in the U.S. for offices of foreign banking organizations. Mr. Lesser holds a Bachelor of Arts degree in Economics from The City College of New York.
Dr. Ryan Lemand is the Economic Advisor and Head of Risk Management at the Securities and Commodities Authority, UAE. He holds a PhD (summa cum laude) in Financial Econometrics from the École Normale Supérieure, France. Previously Dr. Lemand worked as a Senior Fund Manager at Fortis Investments, Paris and London. Also, Dr. Lemand taught Financial Econometrics courses at the University of Paris II – Assas and University of Paris IX – Dauphine in Paris, France. Dr. Lemand has published a number of research articles regarding financial contagion and time varying correlations.

His roles in the last 15 years include Chief Compliance Officer, SVP and Director of Regulatory Risk Management, Director of Anti-Money Laundering, BSA Officer, and General Auditor at three different leading U.S. financial institutions; he spent ten years working for a "Big Four" public accounting firm and two years with the Office of the Comptroller of the Currency (OCC). Mr. Matossian participates on several national and international task forces addressing anti-money laundering and compliance matters. He holds the following certifications: Certified Public Accountant, Certified Management Accountant, Certified Risk Professional, Certified Fraud Examiner, and Certified Anti-Money Laundering Specialist.
Robert McMillan is currently Head of Group Compliance Middle East for ABN AMRO Bank N.V. as Regional Coordinator of Middle East and CIS Countries (Russia Uzbekistan and Kazakhstan). Robert joined the Group in 2004 as Director Regional Compliance Training Asia Pacific (Wholesale Banking) based in Hong Kong. In 2005 Robert took on a role as Group Regional Head of Anti Money Laundering Advisory Asia Pacific followed by another role as Regional Head of Client Acceptance and Anti Money Laundering Asia Pacific in 2006.
In 2007 Robert moved from Hong Kong to Dubai where he was responsible as the Group Head of Compliance for the Middle East and Sub Continent (India and Pakistan). Prior to joining the Group, Robert worked in a forensic consultancy role and previously as a case manager and legal counsel for Kroll Associates in Asia where he was involved in cross border corporate investigations in the Asia Pacific Region. Robert has also worked as an in-house legal counsel, specialising in the field of Derivatives and Capital Markets for leading financial institutions in Asia and the United Kingdom. Prior to this Robert started his career in the UK in law enforcement.

Hassan Nasser is the Compliance, and Inspection Director at Dubai Multi Commodities Centre (DMCC), a strategic initiative of the Dubai Government to establish a commodities market place in Dubai. DMCC provides industry-specific market infrastructure and a full range of facilities and trading platforms for various commodity sectors including precious gems, gold, cotton, tea, steel and energy related products.
As Compliance, and Inspection Director, Mr. Nasser monitors the processes of approval and oversight of companies registered and licensed by DMCC, ensuring strict adherence to national laws and regulations and international standards, including AML/ CFT DMCC policies and procedures that he has developed. Under his expert guidance, the compliance department also monitors DMCC member activities and ensures they are in line with regulatory standards, through reviewing their financial performance and conducting on-site physical inspections. He is also responsible for the identification, measurement and assessment of compliance risk associated with DMCC business activities, in addition to monitoring, assessing and upgrading compliance procedures when appropriate.
Mr Nasser has also been responsible for growing the awareness of compliance related issues amongst the DMCC management, staff and members though a series of risk management and compliance awareness training programmes.
A risk management and compliance expert, a Certified Compliance Officer (CCO) and a Certified Anti-Money Laundering Specialist (CAMS), Nasser holds an MBA in Risk Management and ensures that all DMCC entities comply with regulations issued by the UAE Central Bank, Emirates Securities and Commodities Authority (ESCA) and other relevant regulatory authorities.
Prior to joining DMCC, Nasser worked in various positions at the Arab International Bank in Egypt, including holding the post of Chief Risk and Compliance Officer for five years. At Arab International Bank, Nasser was also the head of the Basel II steering committee responsible for the necessary restructuring of the bank in order to comply with those landmark international risk-management requirements. In addition, he is well known as a lecturer on banking topics especially Basel II, money laundering, combating the financing of terrorism, corporate governance, fraud prevention , trade financing, etc.
Colm joined the National Bank of Abu Dhabi (NBAD) in 2007. As Head of Group Compliance, he has responsibility for regulatory and compliance issues across the NBAD Group both nationally and internationally.
Colm has worked for both the Regulator and the Regulated Firm. He joined NBAD from the Dubai Financial Services Authority where he was in the Supervision Department working on Investment Management Firms.
Prior to this, he was a Senior Manager Risk & Compliance at Liontrust Asset Management in London. He was a Director at Deutsche Trust Company Limited (Deutsche Bank) and a Senior Manager, Compliance for Lloyds TSB Securities Services (Lloyds Banking Group) in London. Colm holds a B.Sc. from the University of Leeds, and an M.Sc. in Financial Regulation & Compliance Management.
Michael Ryan is Deputy Chief Executive Officer of the Qatar Financial Centre Regulatory Authority and Managing Director responsible for legal and policy affairs. Mr. Ryan joined the QFC Regulatory Authority from Bank of America Merrill Lynch where he served in a number of senior management positions in London and Dublin, including Chief Executive Officer of Merrill Lynch International Bank Limited and Country Executive for Bank of America Merrill Lynch in Ireland. Prior to joining Merrill Lynch, Mr. Ryan was Vice President at Credit Suisse Financial Products in New York and an associate with Cadwalader, Wickersham & Taft specialising in banking, securities and corporate law. Mr. Ryan has served on the Irish Prime Minister’s advisory committee on financial services and has held a number of senior industry positions, including President of the Irish Banking Federation, member of the Board of Directors of the European Banking Federation, and Chairman of the Federation of International Banks in Ireland.
A frequent speaker at risk management and regulatory conferences, Naveed is a UK qualified Chartered Accountant with 20 years of varied work experience with big four audit firms in London, Europe, the Middle east and the Far east.
Alongside his role as advisor on current issues, Naveed has been spearheading the implementation of Basel II for the UAE Central Bank. Having taken the banks to compliance with the standardized approach by providing effective guidelines, he continues to support the industry in the UAE with ongoing practical feedback for advanced approaches.
Being a key figure for the banks in relation to Basel II since early 2005, Naveed organized several seminars and conferences covering all aspects of risks covered under the new guidelines. He has a hands on and interactive approach which has enabled him to develop key working relationships with senior management & risk management professionals across the UAE banking institutions, external service providers and regulators in the region.
Ms. Smallwood, a national of Canada, joined the IMF Legal Department in September 2002 and is a Senior Counsel. She specializes in legal issues relating to anti-money laundering and combating the financing of terrorism. Ms. Smallwood qualified as a lawyer in England, Canada and New York, and has specialized in international financial matters. She has worked as a financial markets regulator in both Canada and the UK, focusing on policy issues and enforcement matters. Prior to joining the IMF, she worked in both brokerage houses and fund management firms as corporate counsel and compliance officer where she drafted and implemented a range of policies and procedures, including those regarding anti-money laundering, know your customer and internal controls. Ms. Smallwood also worked on the IMF publication, Suppressing the Financing of Terrorism: A Handbook for Legislative Drafting, and an upcoming IMF handbook on asset recovery and forfeiture.
Earlier in her career she worked in the Commercial Crime Unit of the Commonwealth Secretariat on money laundering, financial fraud and financial market matters.
She holds a BA in English Literature, a law degree from the University of British Columbia, Canada, and a LL.M. with distinction from the London School of Economics in International Business Law.
Shaun is currently working as an Associate Director in the Financial Sector Development and Policy division of the QFCRA. Prior to this, Shaun has held various policy and regulatory roles in the UK at the Financial Services Compensation Scheme, the Financial Ombudsman Scheme and the Financial Services Authority as well as working at Deloittes UK in their regulatory consulting division.
Mark Tantam, a partner with Deloitte’s Forensic and Dispute Services, leads the firm's Forensic Investigation team in the UK and the global Forensic Investigation group. He has been a partner in the practice since 1997.
In his career, Mark has led or been involved with more than 70 fraud investigations across many jurisdictions. These have involved various types of irregularity including theft and diversion of monies, inflation of profits, procurement fraud, payroll fraud, expense fraud and corruption, computer intrusions into banks, market abuse and money laundering. He has also led investigations into potential breaches of the US Foreign Corrupt Protection Acts and US sanction legislation.
Before joining Deloitte in 1990, Mark was a public prosecutor specialising in the investigation and prosecution of major frauds. He was part of the Crown Prosecution Headquarters Fraud Investigation Group and Serious Fraud Office. Mark is a Certified Fraud Examiner and holds a Securities Institute Diploma
Phillip Thorpe first practiced as a barrister and solicitor in Wellington, New Zealand before moving to Hong Kong in 1981 where he held various posts with the Hong Kong Securities Commission. In October 1987 he was appointed CEO of the Hong Kong Futures Exchange.
Moving to the United Kingdom in 1989 as CEO of the Association of Futures Brokers and Dealers, he later became an Executive Director of the Securities and Futures Authority. In 1991 he was seconded to the London Commodity Exchange ("London Fox") as CEO and subsequently worked with the Securities and Investments Board reviewing the UK regulatory system. In 1993 he was appointed as Chief Executive of IMRO, the organization then responsible for the regulation of the investment management industry in the U.K. In the summer of 1997 Mr. Thorpe was appointed as Managing Director of the newly created UK Financial Services Authority, the body charged with regulating the UK’s insurance, banking, securities and investment sectors.
In August 2001 he became President of the Futures Industry Institute, a Washington D.C.-based, not-for-profit organization providing a wide range of data services, statements of best practice, and training and examination services to the financial services industry.
As CEO of a new regulatory body in Dubai in August 2002 Mr. Thorpe piloted the formation of the legal and regulatory framework which finally led to the launch of the Dubai Financial Services Authority in October 2004.
In March 2005 Phillip Thorpe took up the post of Chairman and CEO of the new Qatar Financial Centre Regulatory Authority.
Stuart Walker joined Afridi & Angell, Dubai, in 2003 and became a partner in 2008. He regularly advises on financial services regulation, asset management and custody, corporate finance and advisory business and the establishment and operation of collective investment funds.
Stuart is the co-author of the UAE chapter, Financial Services Regulation in the Middle East, Oxford University Press (2008) and is a regular contributor to Euromoney's Global Banking & Financial Policy Review.
He is a member of the Law Society of England and Wales and the Financial Services Lawyers Association.
Gary joined the Dubai Financial Services Authority in 2006 as Head of Human Resources. Gary has more than 25 years of experience in Human Resources, including eight years in the United Arab Emirates. Gary has previously worked for nine years in the financial services industry including roles in Dubai with HSBC in a senior HR development role and ABN Amro as Regional Head of HR. He was also Global Head of HR for Private Clients and Asset Management for ABN Amro based in Amsterdam.
Gary has a BSc in Political Science and is a Fellow of the Chartered Institute of Personnel Development.
As Head of Compliance for the Middle East and North Africa, Anna Waterhouse oversees Deutsche Bank’s regulatory compliance for the MENA region. She is the primary authorised interface with a range of regulatory authorities and manages a team of compliance professionals.
Prior to relocating to Dubai from DB London in 2007, she headed a trading-floor based compliance advisory team.
Before joining DB in 2001, she managed the EMEA Control Group at Merrill Lynch in London, specialising in research compliance and origination issues.
Her career in financial services started in 1996, when she joined the convertible bond trading desk at Merrill Lynch, specialising in the structuring of new issues in emerging Eastern Europe.
Anna holds an MA in Law from Oxford University. She trained as a criminal law advocate.
Mr. Wheatley became the executive Chairman of the Securities and Futures Commission (SFC) on 1 October 2005 and was appointed by the HKSAR Chief Executive as the SFC’s first Chief Executive Officer on 23 June 2006.
Prior to joining the SFC, Mr. Wheatley was Deputy Chief Executive of the London Stock Exchange.
Mr. Wheatley was also Chairman of the FTSE International and sat on the Listing Authority Advisory Committee of the Financial Services Authority of England.
Mr. Wheatley qualified as an accountant in 1984, has a first degree in Philosophy and an MBA.
Atif is a Director with Deloitte Corporate Finance Limited with over ten years of Assurance and Advisory experience. Atif has recently moved from Deloitte UK’s London office where he specialized in the Banking & Securities industry.

Mr. Yousif Hasan Yousif currently holds the position of Director of the Retail Banking Supervision Directorate at the Central Bank of Bahrain since January 2006. His position entails supervising conventional Retail Banks, Financing Companies, Credit Card Companies and Specialized Banks. Over the past 14 years, he was gradually promoted to several positions at the CBB, the last being Acting Director of Banking Supervision Directorate since 2003.
Mr. Yousif holds a Master in Business Administration, with distinction, from DePaul University, USA. He is a graduate of Darden Graduate School of Business Administration, University of Virginia, USA with the Gulf Executive Development Program Diploma obtained in 2001. He is a holder of Bachelor in Industrial Management, majoring in Finance with honours from Kind Fahad University of Petroleum and Minerals, conferred in 1990. He is also a holder of two applied diplomas in Insurance.
Michael joined the DFSA in April 2006 after a 29 year career with the US Federal Deposit Insurance Corporation (FDIC) to oversee Supervision of Authorised Firms within the DIFC. As FDIC’s Director of the Division of Supervision and Consumer Protection, he was responsible for overseeing the FDIC’s bank supervisory activities for safety and soundness, as well as compliance and consumer protection for the 5,200 institutions under its jurisdiction. Michael was a Member of the Basel Committee on Banking Supervision, the prudential standard-setter for large, internationally-active banks, from 2000 to 2006. He is a 2004 recipient of the American University School of Public Policy’s Roger W. Jones Award for outstanding executive leadership in the U.S. government.
Michael holds a BS degree in Economics, conferred cum laude, from Villanova University, Pennsylvania and is a graduate of the American Bankers’ Association’s Stonier Graduate School of Banking.
