Mr Ravi Menon was appointed Managing Director of the Monetary Authority of Singapore (MAS) in 2011. Mr Menon was previously Permanent Secretary at the Ministry of Trade & Industry (MTI) and Deputy Secretary at the Ministry of Finance (MOF).
At MTI (2007-2011), Mr Menon led the ministry’s work in economic strategy; industrial development; energy policies; research and development; international trade agreements; and regional economic integration. He chaired the APEC Senior Officials Meetings when Singapore hosted and chaired APEC in 2009.
At MOF (2003-2007), Mr Menon was responsible for fiscal policy, tax and expenditure, and government investments and reserves. He oversaw the preparation of the Annual Budget Statements; and led a review of the investment policy of the Singapore Government Investment Corporation.
Mr Menon began his career at MAS in 1987. During his 16 years in MAS, he was involved in monetary policy; econometric forecasting; corporate communications; organisational development; banking regulation and liberalisation; and integrated supervision of complex financial institutions. Mr Menon spent a year at the Bank for International Settlements in Basel, Switzerland, as a member of the secretariat to the Financial Stability Forum.
A recipient of the Public Administration Medal (Gold), Mr Menon has served on boards in the public, private, and people sectors. He was a board member of the Housing and Development Board, Singapore Totalisator Board, Agency for Science, Technology, and Research, Civil Service College, National Research Foundation, and Deputy Chairman of the Central Provident Fund Board. He was also on the board of directors of DBS Bank. He is currently on the board of trustees of the Singapore Indian Development Association, a volunteer group dedicated to build a strong Singaporean Indian community; and on the board of governors of Raffles Institution.
Mr Menon holds a Master's in Public Administration from Harvard University and a Bachelor of Social Science (Honours) in Economics from the National University of Singapore. A two-time winner of the Prime Minister's Book Prize, Mr Menon was a prefect and scout leader at Raffles Institution where he had his secondary/post-secondary education.

As the Head of the Participants – Clearing, Settlement & Depository Department ('CSD') of the Regulatory Policy and Advisory Division at Bursa Malaysia Berhad, Sharon is responsible for the CSD rules framework and provides legal advice and support on CSD matters at Bursa Malaysia, the Malaysian stock exchange. Sharon has worked on projects such as the introduction of electronic payment of dividends, securities borrowing and lending and cash settlement of failed contracts. Prior to her current role, Sharon worked on the revamp of the business rules to strengthen the standards of business conduct and efficiency for brokers in Malaysia.
Sharon is also a member of the ASEAN Regulations Working Group that is working on cohesive solutions for the regulatory issues arising from the ASEAN link, an initiative to achieve interconnectivity between the ASEAN markets as part of the broader ASEAN Exchanges Collaboration.
Before joining Bursa Malaysia in 2007, Sharon was a practising lawyer at Skrine in Kuala Lumpur for 7 years, where she was primarily engaged in corporate advisory work with an emphasis on mergers and acquisitions, cross-border transactions, joint ventures and debt and equity issuances.
Mr. Barua has been with the Securities and Exchange Board of India(SEBI) from 1992 to 2004 and again from 2006 till date. He is holding charge of the Investment Management Department, Office of Investor Assistance and Education Department, Parliamentary Affairs, Department of Economic and Policy Analysis, Regional Offices and also the Market Regulation Department and Derivatives and New Products Department
Mr. Barua, who was the SEBI Nominee Director on Governing Board of Pune Stock Exchange from October 2000 to January 2002, has been associated with various responsibilities including the development of policy, framing of regulations on securities market such as Public Issues, Mutual Funds, securitization, Takeovers, Insider Trading, Buyback, Venture Capital, Institutional Investors, broker-dealers, investment bankers, portfolio/fund manager, investment advisers, and trustees etc. He is also associated with developing the regulatory framework governing the capital market in India (SEBI-1992-2011) and Bahrain Monetary Agency (BMA), Kingdom of Bahrain (BMA/CBB-2004-2006).
Prior to joining SEBI in 1992, Mr. Barua worked with the Industrial Finance Corporation of India from 1990. He was also the advisor at the Bahrain Monetary Agency (BMA)/ Central Bank of Bahrain between 2004 & 2006.

Jeffrey Boyle is a Hong Kong based partner in the Advisory practice with PricewaterhouseCoopers who has over 24 years of experience serving clients in the financial services industry. He has provided advisory consulting, primarily in the area of finance transformation and integration services, enterprise wide risk management and internal control review and assessment services. Prior to relocating to Tokyo and Hong Kong Jeff led a firm project related to an analysis of one of the largest subprime lenders in the US. Jeff’s area of expertise is the finance and risk functions and the many aspects of finance and risk, compliance and regulatory reporting, closing the books, management reporting, internal controls, back offices and shared service centers, implementation of accounting standards, transaction analysis and due diligence.
Prior to joining the Hong Kong Advisory practice Jeff was based in Tokyo, Japan and the US. Throughout his career, Jeff has provided finance and risk functions consulting services to many of the firm’s financial services clients including Citibank, Morgan Stanley, Citizens Bank, AIG, MetLife, ACE, ING, Lincoln Financial and Prudential. Jeff was recognized as a contributor to the COSO’s Enterprise Risk Management-Integrated Framework and has authored a white paper on managing controls over account reconciliations. Jeff is a frequent presenter at industry conferences and seminars including the US Insurance Internal Audit Group.

Dane Chamorro is Director, Asia Pacific of Global Risk Analysis at Control Risks where he is responsible for a team of 10 consultants and analysts who conduct country, sector and regulatory risk assessments and forecasting for a variety of multinational and sovereign clients. Prior to this role, Dane was managing director of the firm's North Asia territory encompassing Greater China, Korea and Mongolia (2007-11) where he successfully built a 45 person consulting practice, a majority of which involved servicing Chinese para-statals making investments abroad. He has extensive experience advising strategic investors and private equity firms on political and partner risks, corporate governance and high profile business disputes.
Dane is a former US diplomatic officer who has lived in Asia for 20 years. Before joining Control Risks, he ran his own investigative consultancy based in Singapore. Prior to this he worked as the Asia Pacific Government Programs Manager for the publicly listed Swiss group Societe Generale de Surveillance developing fiscal governance programs for sovereign clients in South and South East Asia including two under World Bank auspices in Cambodia and Bangladesh.
During a previous residence in Hong Kong, Dane also worked as a consultant for the Hong Kong office of Chicago’s Technomic Consultants and for Thailand's Manager Media Group. After leaving government, he worked in government relations for the world’s largest nuclear fuel trading firm and was heavily involved in public affairs work with the American Chamber of Commerce in Hong Kong, capitalising on his former career as a US diplomat and trade representative where he was a specialist in overseas Chinese affairs.
Dane is an honours graduate of Georgetown University’s School of Foreign Service with a degree in international finance, the US Army Intelligence School, and completed two years of graduate research on comparative Asian political-economy and security issues at the University of California. He speaks Mandarin Chinese and is a Certified Fraud Examiner, as well as a regular regional commentator on issues of political and business risk.
Yeoh Lian Chuan is a consultant in the corporate department in Allen & Overy's Singapore office. He practices primarily in the areas of financial services regulation, funds, general corporate & commercial and international wealth management andd tax.
Lian Chuan also advises clients on diverse financial services regulatory matters, obtaining licences such as banking licences, capital markets services licences, registered insurer licences, trust business licences, approved trustee and recognized market operator (RMO) status etc, regulatory and compliance obligations for financial institutions and cross-border provision of financial services. Lian Chuan also advises investment managers and advisers on exempt fund manager status.
In the area of international private wealth, Lian Chuan has expertise in trust law, wealth holding and philantrophic structures and the preparation of standard documentation and migration of structures.

Simon Clarke is a partner in the litigation and dispute resolution department of the Hong Kong office of Allen & Overy. Simon has been conducting commercial litigation and managing legal teams in multi-jurisdictional actions based out of Hong Kong for over 15 years. His practice focuses on special situations – complex disputes of significant financial or reputational risk. His emphasis is on clients in banking and financial services.
Simon has acted in a number of bribery and corruption cases involving alleged illegal payments in the banking and financial services, trading and manufacturing industries. He has acted on investigations and criminal proceedings launched by the Hong Kong Independent Commission Against Corruption and the Commercial Crime Bureau. He acts for banks, brokerages and hedge funds in connection with their exposure to insider dealing and market misconduct resulting in criminal or regulatory prosecutions. Simon is admitted in both Hong Kong and New South Wales.
Margaret Cole joined the FSA in July 2005 as Director of Enforcement. She is a graduate in Law from New Hall, Cambridge and is a solicitor with over 20 years' experience in private practice, specialising in commercial litigation with an emphasis on financial services. She is also qualified as a Mediator with CEDR and the ADR Group.
From 1990 to 1995 Margaret was a Partner with Stephenson Harwood, where she was responsible for the recovery actions in relation to the Maxwell Pension Funds on behalf of the Pension Funds Trustee. In 1995 she joined the London Office of international law firm White & Case to found and head its Dispute Resolution Department.
In 2009 Margaret took over responsibility for the FSA's Financial Crime Division which merged with the Enforcement Division. In 2010 she joined the FSA's Board as Managing Director, Enforcement and Financial Crime. In April 2011 she assumed Interim responsibility for the new Conduct Business Unit which will form the core of the new Financial Conduct Authority.
Until 2011 she also served as a Non Executive Director of the National Skills Academy Financial Services.
David Craig is President and Founder of the Thomson Reuters Governance, Risk and Compliance (GRC) business, which launched in 2010. This global business provides the Accelus suite - a comprehensive set information, software, and service solutions for customers in highly regulated industries. The business was formed from a number of existing capabilities and new acquisitions including WestLaw Business, Capital Watch, Complinet and Paisley. It recently won a SABEW (Society of American Business Editors and Writers) award for its global regulatory coverage and analysis.
Prior to his current role, David previously served as Chief Strategy Officer and member of the Thomson Reuters Executive Committee, where he was responsible for strategy, business innovation and M&A strategy. Following the $17B acquisition of Reuters by Thomson in May 2007, David led the integration of the two combined businesses, including 53,000 people in over 110 countries.
Prior to joining Thomson Reuters, David was a partner at McKinsey in London for 8 years focusing on financial services, media and technology. He also led the IT Strategy Practice and the Outsourcing and Offshoring Practices. Prior to McKinsey, David was a senior partner at AMS (American Management Systems) implementing financial trading, risk and financial exchange systems in the US, Europe and Asia. His project, SwapClear, at the London Clearing House won the Queen’s Award for Innovation in 2004 and clears over 50% of the Interest Rate Swaps market, approximately ~$300 trillion.
David has published several papers on information, technology and strategy, including “Intelligence, Intuition and Information”, "IT as a Competitive Weapon" and "The M&A Approach to Outsourcing". He has presented internally at the Tuck School of Business, at the Aspen Ideas Festival and London Business School on strategy, innovation and technology. He won the McKinsey Global Award for Research for his work on outsourcing and was a judge on the European Banking Technology Awards.

Ms Craggs is a Legal and Compliance professional with a quarter century experience across public and private sectors, managing diverse teams across developed and emerging market jurisdictions, with core expertise in financial markets, including treasury and derivatives, consumer banking, wealth management and corporate banking. Ms Craggs has worked as a financial services regulator with the Monetary Authority of Singapore, with JPMorgan Chase in a range of regional and functional legal and compliance roles specializing in treasury and derivatives products, and with DBS Bank where she led the legal, compliance, and secretariat functions globally. Ms Craggs is presently Head of Compliance for Standard Chartered Bank, Singapore, leading a team of professionals supporting the bank’s businesses based out of Singapore.
Ms Craggs read law on scholarship at Cambridge University, UK, and topped the English Bar in her cohort in the law of Evidence. She is qualified in England and Wales, the State of New York and the Republic of Singapore. Under Ms Craggs' tenure, JPMorgan Chase and DBS were elected Best In-house Banking Legal team by the Asian Law Awards in 2001 and 2006 respectively.
Ms Craggs is qualified as a Chartered Financial Analyst (CFA) and is a member of the CFA Institute which comprises more than 100,000 members of the investment profession globally. She was appointed to the CFA Institute Standards of Practice Council, a 12 member council drawn internationally, which administers the CFA Code of Conduct and Professional Standards globally, and is also Deputy President of the CFA Singapore chapter. Ms Craggs is founder and President of the Compliance Professionals Association, Singapore, an organization comprising compliance professionals whose objectives are to promote education, standards and benchmarking in the compliance profession. Ms Craggs was appointed by the Singapore Minister for Finance to the Appeals Advisory Board, which reviews appeals from decisions made pursuant to financial legislation in Singapore.
Jane was the Chairman of the Executive Committee of the International Organisation of Securities Commissions (IOSCO) until April 2011. She was first elected in 2004 and re-elected for a fourth term in June 2010.
Jane was appointed Chairman of the New Zealand Securities Commission in September 2001, andreappointed in 2006 for a further five-year term, which ended in April 2011.
Before this appointment, Jane was the National Director, Infrastructure and Strategic Planning, and New South Wales Regional Commissioner with the Australian Securities and Investments Commission. She has also held senior executive positions with Westpac Banking Corporation, and was Managing Director of the New South Wales Technical and Further Education Commission.
She has chaired and been a member of a number of boards and committees in the public, private and not for profit sectors. She has been involved in standard setting globally and nationally.
Jane is a member of the Financial Crisis Advisory Group set up in December 2008 by the International Accounting Standards Board and the United States Financial Accounting Standards Board. It examines financial reporting issues arising from the global financial crisis. She is also a member of the Trans-Tasman Leadership Forum.
Jane was a member of the Steering Committee set up by, among others, HRH The Prince of Wales to establish an International Integrated Reporting Committee. This body will develop a financial reporting model to support the information needs of long-term investors and sustainable investment.
Jane was appointed an officer of the General Division of the Order of Australia in January 2003 for“service to business and commerce, to public administration, particularly in the areas of education and training, and to the community through a range of social justice, health, educational andcultural organisations”.

Duan is the Director of Risk Management Institute at the National University of Singapore (NUS) and concurrently holds the Cycle & Carriage Professorship in Finance at the NUS Business School.
He is also an Academician of Academia Sinica. Duan obtained his PhD in Finance from the University of Wisconsin-Madison. He specializes in financial engineering and risk management, and is known for his work on the GARCH option pricing model. He has authored numerous scholarly publications on derivative securities and risk management, and written a book and occasional media commentaries on current financial/economic events.
Before joining the NUS, Duan held the Manulife Chair Professorship at the Rotman School of Management, University of Toronto, and also once taught at the Hong Kong University Science and Technology and McGill University.
Commencing a career in banking with an Australian banking group in London in 1964, he joined HSBC Bank Middle East (formerly The British Bank of the Middle East), a principal member of the HSBC Group, in 1968. In January that year he took up his first position in Dubai, remaining in the Middle East undertaking a variety of roles in different countries until 1979, when he was transferred to the Group’s operations in Hong Kong.
Subsequent roles took him to Saudi Arabia, back to Hong Kong and then Malaysia. In 1990 he was appointed a General Manager of the Group.
He returned to Hong Kong in April 1992 where, after a temporary assignment as General Manager Hong Kong and China, he took up the position of General Manager in The Hongkong and Shanghai Banking Corporation's International department. Mr. Eldon was made an Executive Director of the Bank in January 1994, Chief Executive Officer in January 1996 and Chairman in January 1999. In June 1996 Mr. Eldon became Chairman of Hang Seng Bank, a member of the HSBC Group, and was appointed a director of HSBC Holdings plc on 1 January 1999. He retired from the Group in May 2005.
He is Senior Advisor, PricewaterhouseCoopers Limited.
He is Senior Independent Non-Executive Director of Singapore listed Noble Group Limited and Special Advisor to the Korean Presidential Council for National Competitiveness – Office of the President. He is a Director of Hong Kong listed company Shui On Construction and Materials Limited. He is Past Chairman of the Hong Kong General Chamber of Commerce, Founding Member and past Chairman of the Seoul International Business Advisory Council, and former non-executive Chairman of the Dubai International Financial Centre. He is Advisor to the Kuwait China Investment Company, and Singapore-based Southern Capital Group. He holds a number of Government and community appointments in Hong Kong.
On 1 May 2011 he made a part time return to HSBC, becoming non-executive Chairman of HSBC Bank Middle East Limited.
Mr. Eldon is a fellow of the Chartered Institute of Bankers (FCIB). Mr. Eldon was conferred Honorary Doctor of Business Administration by the City University of Hong Kong in November 2003. He was named the DHL/SCMP Hong Kong Business Person of the Year for 2003 and in 2004 was awarded the Gold Bauhinia Star (GBS) by the Government of the Hong Kong SAR. In 2005 he was made a Commander of the British Empire (CBE) for his contribution to banking, and awarded Honorary Citizenship of Seoul in recognition of his work for the city. He was awarded the Asian Banker Lifetime Achievement Award for 2005, and in 2011 was conferred Honorary Doctor of the Hong Kong Academy for Performing Arts. Mr. Eldon is a Justice of the Peace (JP).
Jennifer Elliott is the Managing Director, Regional Head Asia Pacific, and in that capacity has management and oversight of Moody’s business in the region.
Jennifer has responsibility in Asia for business strategy and planning, new business origination, and business relationships with rated entities within the region.
Jennifer has a career of more than 16 years with Moody’s. Her previous positions include Vice President and Chief Human Resources Officer for Moody’s Corporation; and Managing Director for Moody’s Australia. She has also held senior analytical positions with the company – including Managing Director of the Structured Finance Group for Asia Pacific and as a Vice President and Senior Credit Officer for structured ratings in Europe -- and has worked in Hong Kong, New York and London.
Prior to joining Moody’s, she worked as a banking and finance lawyer in Sydney.
Jennifer received her LLB and BA in English literature from the University of Sydney and an MA in Southeast Asian business studies from the School of Oriental and African Studies, London University.
Alan is Head of Allen & Overy's APAC Regulatory Group*, based in Hong Kong. He is qualified in Hong Kong and England & Wales. He established the Group in 1995. His experience includes: advising numerous financial institutions on a wide range of regulatory, risk management and compliance issues, on the regulatory aspects of sales and purchases of companies and businesses, on regulatory dispute resolution and on establishing and offering interests in collective investment schemes. He has advised on a wide range of exchange-related matters, including stock options trading. He has also advised on a broad range of matters relating to the regulatory aspects of derivatives and commodities trading in Hong Kong. He sat on panels in Hong Kong, Tokyo and Sydney as part of ISDA's 2010 Asian regional conference, discussing global regulatory reform. Alan is a member of the Hong Kong Law Society's Investment Products and Financial Services Committee and is also a member of the International Securities Regulation Committee of the International Law Association.

Ray Ferguson was appointed Chief Executive of Standard Chartered Bank in Singapore in August 2009 in addition to his role as Regional Chief Executive, Southeast Asia which he has held since December 2007. As CEO, Singapore, his key focus is the growth and governance of the Bank’s operations in Singapore. He is also responsible for all of the Bank’s businesses in Australia, Brunei, Indonesia, Malaysia, Philippines, Thailand and Vietnam. He is based in Singapore and reports to Jaspal Bindra, Asia’s Chief Executive. He also holds the following appointments:
Ray is an experienced international banker with over twenty years of senior management experience. His two most recent roles with Standard Chartered were Chief Executive Officer of the Americas and Chief Executive Officer of the United Arab Emirates. His career with Standard Chartered Bank has taken him from the UK as a Senior Manager, UK branches in 1994 to Singapore for three years, where he managed Asia Pacific Cash Management Sales. In 1997 he became Head of Corporate Banking in the Philippines, and was appointed Chief Executive and Corporate & Institutional Bank Head of Taiwan in 1998. Ray was the Chief Executive and Corporate & Institutional Bank Head of Indonesia from 2000 to 2002, and subsequently appointed Chief Executive Officer, UAE in 2002.
Ray is an Associate of the Institute of Bankers in Scotland and a full member of the Singapore Institute of Directors. He holds an MBA from Henley Management College and Brunel University, UK.
Ray is a Singapore citizen. He is 47 years old and married to Clare and they have four sons.
John joined CLSA in January 2009 as the CLSA group Head of Compliance. Prior to joining CLSA John worked at UBS AG for over seven years which saw him finish in Singapore as a Managing Director Head of Compliance South Asia. During his time at UBS AG John worked across all aspects of both the Investment Banking and Private Client businesses, in markets through Asia, Australia and London.
John commenced his career in the NSW Police Force and left as a qualified Detective. He subsequently held positions in the surveillance and enforcement teams at both the then known Sydney Futures Exchange and the Australian Stock Exchange, before accepting his first Compliance role with Merrill Lynch in Sydney.
Now at CLSA John is responsible for the Compliance framework and direction for the CLSA group. John holds a Bachelor in Policing and a Graduate Diploma in Applied Finance and Investment.
Dr. Eddy Fong was appointed the Non-Executive Chairman of the Securities and Futures Commission (SFC) in October 2006 by the HKSAR Chief Executive.
Dr. Fong is a certified public accountant and was formerly a senior partner of PricewaterhouseCoopers. He was educated in Hong Kong and in the United Kingdom. He was awarded an Honorary Doctor of Civil Law by the University of Kent in the United Kingdom in July 1997.
Apart from pursuing an active professional career, Dr. Fong has been actively involved in other public and community services. Currently he is the Chairman of the Council of the Open University of Hong Kong; a Non-Executive Director of the Hong Kong Mortgage Corporation and Member of the Banking Advisory Committee. He was appointed as a Justice of the Peace in 1996 and was awarded Gold Bauhinia Star in 2008 by the Government of the HKSAR.
Joyce Fong is currently holding a double portfolio at the Singapore Exchange (SGX) as the Company Secretary and Head of Compliance. Prior to that, she was appointed as Staff Assistant to the CEO, Magnus Bocker, for 18 months. Prior to being appointed as the Staff Assistant, Joyce was the General Counsel of SGX, a position which she held for 8 years, overseeing the growth and expansion of the legal department (15 staff) in line with the business and regulatory activities of SGX. Joyce holds a Masters degree in Law from the National University of Singapore.
As Head of Compliance in SGX she is responsible for ensuring the compliance of Singapore Exchange with all applicable laws and regulations, including compliance with the overseas jurisdictions in which SGX has activities in, such as the US, Europe, China and Japan.
As the Company Secretary of SGX, she assists the Chairman and the Board to design and implement sound board management and governance practices that led to SGX receiving the Bronze Award for Best Managed Board at the 2010 Singapore Corporate Law Awards, and the SIAS award in 2009 for Most Transparent Company. SGX is ranked 2nd in the Corporate Governance and Transparency Index for 2011.
She is a founding member and Vice Chair of the Singapore Association of the Institute of Chartered Secretaries and Administrators’ Listed Company Secretaries Forum, a forum formed to promote and advocate good practices amongst the 700+ listed companies in Singapore

Funk II is a Career Executive Officer (CEO) and has been connected with the Anti-Money Laundering Council (AMLC) and its Secretariat from the time of its creation on October 17, 2001, the date on which the Anti-Money Laundering Act of 2001 (AMLA), as amended, took effect. Prior to joining the AMLC, he was the Officer-in-Charge of the Claims Adjudication Division of the Insurance Commission, one of three agencies comprising the AMLC: the other two agencies are the Bangko Sentral ng Pilipinas and the Securities and Exchange Commission.
He has extensive experience and training in the field of anti-money laundering, counter-financing of terrorism and anti-corruption having attended, among others, the Complex Crimes Financial Investigation Course at the International Law Enforcement Academy (ILEA) in Bangkok, Thailand in August 2002 and the Advance Management Course in August 2005 at the International Law Enforcement Academy (ILEA) at Roswell, New Mexico, USA. He likewise attended the FBI Anti-Corruption Seminar at the FBI Training Facility in Quantico, Virginia, USA in June 2006.
He was a presenter at the Asia Pacific Economic Cooperation (APEC) sponsored Capacity Building Workshop on Combating Corruption Related to Money Laundering in August of 2007 in Bangkok, Thailand. He presented at the 2nd Annual Trade Surveillance in the Financial Sector on October 2010 in Hong Kong.
Recently, he presented at the 3rd Annual Trade Surveillance on June 2011 in Singapore on the topic “Practical Solutions for trade surveillance in emerging markets”.
He also participated as a speaker at the 2nd International Financial Crime and Terrorism Financing Conference 2010 in Kuala Lumpur, Malaysia. He presented before the 1st Pan-Asian Regulatory Summit on the 29th and 30th of November 2010 in Hong Kong, China.
Atty. Funk is a Deputy Director and is the Group Head of the Compliance and Investigation Group of the Anti-Money Laundering Council Secretariat ( Bangko Sentral ng Pilipinas).
Andrew began his career in the Financial Services sector in 1986, moving into the Compliance arena in 1989. Working mainly in the Product Provider sector he held various management posts covering areas such as business verification, complaints handling and financial promotions. This breadth and depth of knowledge lead to appointment to the CF10 Controlled Function. In 2003 he formed, and still chairs, the Money Laundering Reporting Officer’s Discussion Group (MLRODG) in the UK. Andrew's role at the ICA initially focused on the development of the Financial Crime Prevention courses and the running of the Anti Money Laundering courses. As the Global Director of Education and training for the ICA, he had oversight for the UK and International programmes. Also, his role encompassed the development of the training and education programmes in new jurisdictions. Andrew is a visiting lecturer and mentor for the University of Manchester. In addition to mainstream Banking, Insurance and Wealth Management staff, Solicitors, Accountants and Trust Company Staff Andrew has taught Regulators, Law Enforcement and Customs officers and spoken at conferences all over the world.

Mr Nizam Ismail is the Executive Director and Head of Compliance for Southeast Asia of Morgan Stanley. He was formerly Senior Vice President of Head of Compliance for Southeast Asia of Lehman Brothers and Senior Legal Counsel of Citigroup's Corporate and Investment Bank.

Mr S Iswaran read Economics at the University of Adelaide and graduated with First Class Honours. Mr Iswaran also holds a Masters in Public Administration from Harvard University.
Mr Iswaran joined the Singapore Administrative Service in 1987, and held appointments in the Ministry of Home Affairs and Ministry of Education. In 1991, he was seconded to the National Trades Union Congress. Subsequently, he was seconded to the Singapore Indian Development Association as its Chief Executive Officer.
In 1995, Mr Iswaran assumed the post of Director for International Trade at the Ministry of Trade and Industry. He then moved on to the private sector, joining Singapore Technologies Pte Ltd as its Director for Strategic Development. In 1998, Mr Iswaran was appointed Senior VicePresident/Managing Director at Temasek Holdings Pte Ltd where he undertook investments in the pharmaceuticals, biotech, hi-tech manufacturing, transport and logistics sectors and several takeover, buy-out and merger transactions.
Mr Iswaran has been elected as a Member of Parliament in four General Elections since 2 January 1997. From September 2004 till June 2006, he was also the Deputy Speaker of Parliament.
Mr Iswaran was first appointed Minister of State for Trade and Industry on 1 July 2006, and was subsequently appointed Senior Minister of State for Trade and Industry on 1 April 2008. A year later, Mr Iswaran was also appointed Senior Minister of State for Education, in addition to his appointment at the Trade and Industry Ministry. On 21 May 2011, Mr Iswaran was appointed Minister in the Prime Minister’s Office and Second Minister for Home Affairs and Trade & Industry.

Ian Johnston is an experienced international regulator who joined the DFSA in November 2006 to head-up the Policy and Legal Services Division.
Ian was admitted to practice Law in Australia in the early 1980s and spent most of his career in the private sector. He held a number of senior positions within the AXA Group and was CEO of one of Australia’s major Trustee Companies. During this time, Ian played a leading role in the Trustee industry and served on the National Council of the Trustee Corporations Association.
In 1999, Ian joined the Australian Securities and Investments Commission where he held the position of Executive Director, Financial Services regulation, and spent several terms as an acting Commissioner. In 2005, Ian took up a position with the Hong Kong Securities and Futures Commission as a Special Advisor.
Ian is a past Chairman of the Joint Forum, which comprises representatives of the major international regulatory standard-setters (IOSCO, Basel Committee and the IAIS). He is a member of the Technical Committee of the IAIS.
Dylan Lee is currently the Head of Compliance (ex Greater China) for DBS and a member of the DBS Singapore Management Committee.
Dylan began his career as a judicial officer with the Singapore Legal Service, more particularly, as an Assistant Registrar of the Supreme Court of Singapore and a Magistrate with the Subordinate Courts. He later moved into private practice and was, by the time he left private practice, a Senior Partner with law firm Shook Lin & Bok LLP specializing in Commercial and Banking Litigation and Dispute Resolution, and Insolvency & Restructuring. Dylan left private practice to join DBS as the Head of Legal for Retail Banking and also as DBS Group Litigation Counsel. He later also became the Head of Legal and Compliance for Technology & Operations. Dylan now takes care of Compliance for DBS group wide except for Greater China.
Dylan graduated with a Bachelor of Laws (Second-Upper-Class Honours) from the National University of Singapore and a Master of Laws from Columbia University in the State of New York USA where he was also a Harlan Fiske Stone Scholar. He is admitted to practice law in Singapore, New York and England and Wales.

During his working life, Chong San has served in the Public sector, Oil and Gas industry in the Private sector and is now very involved in the Civil Society as a volunteer.
He started his working life in the Malaysian Customs before joining the Esso (ExxonMobil) companies in Malaysia. He has served in Houston Texas, and has held various positions in the group including the Tax Department Manager, Company Secretary and eventually as the Group’s Financial Controller. His many responsibilities as the Financial Controller include the oversight of the implementation of the Company’s Ethics, Conflict of Interest and other compliance program.
Upon his retirement, he volunteered his services to the Transparency International national chapter in Malaysia and worked on various projects for the movement. He held various positions in the Chapter including that on its President and was also voted in to be a member of the International Board of Directors which ended in 2008. He was appointed as the movement’s Senior Advisor thereafter. In 2010 , he was also elected as a member of the Stake holders Council of the Global Reporting Initiative (GRI) for a 3 year period.

Benedicte Nolens is a Managing Director and the Chief Compliance Officer and the Chief Operating Officer of the Asia Pacific General Counsel division of Credit Suisse. Benedicte joined Credit Suisse in 2007 and is based in Hong Kong.
Prior to joining Credit Suisse, Benedicte worked for Goldman Sachs in Hong Kong from 1997-2007 in a wide variety of compliance roles covering Asia Ex-Japan, including Deputy Head of Regulatory Affairs and Head of IBD Compliance. Hamid Noorizadeh joined BNP Paribas in July 2009 upon the integration of Fortis Bank SA/NV. He was appointed as Regional Head of Compliance & Control for Middle East & Africa in May 2010 and to the Global Head of Compliance - Islamic Banking & Finance in April 2011. His role also covers the management of oversight of Operational Risk.

Johnny Noe E. Ravalo was recruited into the Bangko Sentral ng Pilipinas (BSP) in August 2008. As Managing Director within the Supervision and Examination Sector (SES), he directs the operating units which (1) crafts policy, (2) evaluates/grants banking licenses, (3) responds to consumer complaints and conducts financial learning programs and (4) oversees the data center of SES. He is likewise called on to provide inputs to the Office of the Governor as well as the Office of the Deputy Governor, SES.
He is a member of the Financial Stability Committee of the BSP where he is likewise head of its technical staff. He sits in all senior committees of SES and chairs its Risk Management Unit, the IT Committee, the Stress Testing Working Group and is directly involved in various legislative initiatives affecting the BSP. Within the Financial Sector Forum (FSF), he chairs the Reporting, Information Exchange and Dissemination Committee (RIEDC) and is currently chair of the working group on Private Banking. Likewise, he chairs the Philippine Working Group on Financial Services under the Philippine-Japan Economic Partnership Agreement.
Dr. Ravalo contributed to the recent BIS publication Central Bank Governance and Financial Stability (Basel, 2011) and is one of the authors of the recent BSP book Central Banking in Challenging Times: The Philippine Experience (Manila, 2009). Earlier on, he likewise contributed one of the chapters in Financial Systems and Economic Policy Developing Countries (Cornell University, 1995) and co-authored The Impact of Mandated Credit Programs on Financial Institutions (Manila,2000) published by USAID Credit Policy Improvement Program (CPIP).
Dr. Ravalo was the first Chief Economist and Director of Policy Research of the Bankers Association of the Philippines (BAP). After 8-years at the BAP, he “retired” into consulting and has worked with the World Bank, the Asian Development Bank, the ADB Institute, the United Stated Agency for International Development, committees in the Philippine legislature (both the Senate and the Congress) and, various other institutions.
He has served on the boards of the Philippine Economic Society (PES) and the Philippine chapter of the Professional Risk Managers International Association (PRMIA). Currently, he sits in the Supervisory Committee of the Asian Bond Fund-Philippines, the Philippine local currency bond fund launched by EMEAP.
Dr. Ravalo is the first Filipino to successfully complete the doctoral program in Economics at Boston University where he also earned his Master’s degree in Political Economy. He obtained his undergraduate degree in Business Economics (Cum Laude) from the University of the Philippines School of Economics, completing the degree requirements in 3 calendar years. Michael Ryan is deputy chief executive of the Qatar Financial Centre Regulatory Authority and managing director responsible for legal and policy affairs. Ong Puay See is the Director overseeing Strategic Development at the Monetary Authority of Singapore (MAS), Singapore’s central bank. In this capacity, she oversees the development of manpower strategies and incentive tools (such as tax incentives and the Financial Sector Development Fund) with the aim of building a pipeline of talent for the Singapore financial sector. Puay See also concurrently oversees the Institute of Banking and Finance (IBF) as its Chief Executive Officer (CEO). Sunil Sharma is the Director of the IMF-Singapore Regional Training Institute (STI) in Singapore. The STI provides training on macroeconomic and financial management, and related legal and statistical issues, to government officials from 37 countries in the Asia-Pacific region.
Before relocating to Singapore in 2006, Sunil was Chief of the IMF Institute’s Asian Division in Washington, D.C. He has also been a staff member of the IMF’s European and Research Departments. Mr. Shin is the Vice Chairman of the Financial Services Commission of Korea, a consolidated policy making body for the financial industry.

Previously as the Director General for the International Finance Bureau from 2007 to 2008, Mr. Shin was in charge of monitoring foreign exchange market in Korea, and ensuring stability in financial markets. His efforts led to sovereign credit rating upgrades by international credit rating agencies. Between 2005 and 2007, he was the chief financial sector delegate for the Korea-US FTA negotiations, and he also served as Secretary to the President for National Economic Affairs in the Office of President.
Ranjit Ajit Singh is Managing Director of the Securities Commission Malaysia and is responsible for the oversight of the Malaysian capital market. This includes direct responsibility for all regulated markets (equity and bonds), related market infrastructure for trading, clearing and settlement, the regulation and authorization of firms and representatives in investment banking, broking and asset management and for corporate and market surveillance.
Ranjit is the chairman of the International Organisation of Securities Commissions (IOSCO) emerging market group on the regulation of secondary markets and co-chair of the task force on bond markets. He is also a member of numerous international task forces and was a member of the expert group that prepared the principles being used for international securities regulation. He serves as member of Bursa Malaysia’s capital market advisory committee, the National Payment’s Council and the Corporate Debt Restructuring Committee. He has chaired an ASEAN Finance Ministers’ task force, served as a member of the IMF’s expert group on governance, the Asia-Pacific Financial Reporting Advisory Group (APFRAG), and the Malaysian Accounting Standards Board. He has been an adviser on developmental and regulatory matters to several emerging markets. He currently chairs the private pensions task force in Malaysia.
Ranjit holds a Bachelor of Economics (Honours) degree and a Master of Economics degree in Finance from Monash University, Melbourne and is a fellow of CPA Australia. Prior to joining the Commission, he taught finance at the University of Melbourne, and worked in an international accounting firm.
Phil joined Reuters London bureau in 1981 as a trainee journalist. He worked as Equities correspondent, Economics/Forex correspondent in London, and appointed as Chief Forex Correspondent, Reuters Europe and Reuters Asia from 1991 to 1999. He was the Editor-in-Charge for Treasury News, Reuters Asia from 1999 to 2001 based in Singapore and ran Reuters editorial operations in Australia, New Zealand and South Asia based in Sydney then Mumbai in a series of posts from 2001 to 2008.
Phil has covered a huge array of economic and financial market stories from the global stock market crash of 1987, the ERM crises of the 1990s to the Asia Crisis of 1997 and lately the 2008 debt crisis. He is a Technical Analysis expert and hosts a website and TV business shows on the subject.
Phil has spoken and moderated sessions at World Economic Forum, World Knowledge Forum, World Export Development Forum in India and China as well as private and public summits for the Asian Development Bank in Manila and many Commercial Bank and Media events worldwide. He has conducted many internal events for Reuters News and regularly teaches for the Reuters Foundation and speaks and lectures to both economics and media students and leading universities in India and China.
Assoc.Prof.Dr.Younes Soualhi is currently the Deputy Dean of the Institute of Islamic Banking and Finance (IIiBF) and a Lecturer in the Department of Fiqh and Usul al-Fiqh , International Islamic University Malaysia (IIUM). He serves as the Chairman of the Shari'ah Board of HSBCAmanah Malaysia , a shari'ah board member of Munich Re Takaful and a founding member of the French Council of Islamic Finance (Coffis), Paris. He published many articles and Books in shari'ah-related issues as well as in Islamic Banking and Finance. He is actively involved in Islamic Banking and Finance as a lecturer, a a researcher, a trainer and a consultant. He conducted research in collaboration with the International center for Islamic Finance (Amanie Business Solutions) in Kuala Lumpur as well as with the International Shari'ah Research Academy for Islamic Finance (ISRA, Central Bank of Malaysia). He got his B.A in Shari'ah from Emir Abdul Qadir University for Islamic Sciences in Algeria and his M.A&P.HD from the International Islamic University Malaysia and University of Malaya respectively. He also holds a Diploma in Islamic Banking and Takaful and another Diploma in Human Sciences. He is fluent in Arabic (native), English, French and Malay (fair) languages.
Before joining the SFC, Mr. Steward held several senior positions with the Australian Securities and Investments Commission (ASIC) and was most recently Deputy Executive Director, Enforcement at ASIC. Mr. Steward has been involved in corporate and securities regulation since 1987 in both Australia and in the UK specialising in investigatory work and resulting litigation. Mr. Steward completed a law degree at the University of Melbourne in 1989. He has practised extensively in Australian courts.

Mr Teng, as Head of Regulation, has oversight of the Issuer Regulation, Catalist Regulation, Member Supervision, Market Surveillance and Enforcement units of the Exchange.
He oversees the approval of listing aspirants and application by securities and derivatives firms to be SGX members, supervision of listed companies and SGX members, surveillance of market to detect unusual trading activities as well as investigation into suspected infractions and take the necessary disciplinary actions against offenders.
Mr Teng joined Singapore Exchange from the Monetary Authority of Singapore (MAS) where his last appointment was the Director of Corporate Finance Division. At MAS, Mr Teng also held the appointment of Secretary to the Securities Industry Council, the body responsible for regulating take-over and merger transactions in Singapore.
Mrs Sim Suh-Ting is Executive Director and Head of Regulatory Risk & Compliance for Southeast Asia of The Royal Bank of Scotland (RBS) leading teams of Compliance professionals in Singapore and Southeast Asia. She is also Head of Compliance for Global Transaction Banking in APAC for RBS.
After graduating with a law degree from the University of Singapore, Suh-Ting was admitted as an Advocate & Solicitor of the Supreme Court of Singapore. She joined DBS Bank as a trainee legal officer and went on to be Legal Adviser to HSBC Investment Bank before assuming the role of Head of Legal and Compliance. She then transferred to HSBC Private Bank as Head of its Compliance function before becoming Head of Compliance, Southeast Asia for ABN AMRO Bank NV. During her career, Suh-Ting has worked as both a Legal and Compliance professional in different banks accumulating extensive experience in capital markets, treasury, loan syndications, corporate finance, retail banking, asset management, securities broking and private banking. Suh-Ting is a Certified Anti-Money Laundering Specialist (CAMS) as well as a Financial Industry Certified Professional – Compliance (Wholesale) (FICP).
Mr. Jean-Francois Tremblay (J-F) is Vice President, Director of Research in the Global Financial Institutions Group (GFIG) at Moody’s Investors Service. Based in New York, J-F leads Moody’s research team, a multi-disciplinary group that delivers applied economic and financial research, focused on evolving market, regulatory, and sector trends to credit market professionals globally. He also reviews GFIG credit analyst’s thematic research for quality control and global consistency purposes. He has personally authored over 100 credit research publications since joining Moody’s in 2008, including a number of reports on the rating agency’s approach to assessing systemic importance in the context of bank ratings.
Prior to joining Moody’s, J-F had 10 years of varied experience as a senior economic policy advisor for the financial-sector regulatory agencies of the Government of Canada. In his last position, J-F was chief economist in the Financial Institutions Division of the Department of Finance of Canada, where he led economic policy research and legislative reforms for federal banks, trusts, insurance and loan companies. In September 2008, he received the Department of Finance’s Employee of the Year award for his achievements, creativity and leadership in financial sector policy development. Judy is head of Global Compliance in Asia Ex-Japan and is chair of the Pan Asia Regulatory Relationship Group. She joined Goldman Sachs in 1997 and was named managing director in 2005.
Prior to joining the firm, Judy was a senior manager responsible for corporate and complex investigations and other corporate finance matters at the Hong Kong Securities and Futures Commission (SFC). Before joining the SFC, she was a senior detective inspector with the Hong Kong Police.
Judy serves on the Hong Kong Takeovers and Mergers Panel, Takeovers Appeal Committee and Academic and Accreditation Advisory Committee of the SFC.
Judy earned a law degree from the University of Wolverhampton, United Kingdom, and an MBA from Hong Kong Polytechnic University.
Mr Leo Mun Wai has been Assistant Managing Director, Capital Markets Group since April 2010. He is also currently a member of the Securities Industries Council, Corporate Governance Council, and Chairman of the Financial Education Steering Committee. Mr Leo was also appointed to the Board of Directors of the Casino Regulatory Authority in 2008.
Prior to this current appointment, Mr Leo served as the Executive Director of the Banking Supervision Department at the MAS from 2005 to March 2010, with responsibility for the supervisory oversight of about 100 foreign banks operating in Singapore.
Mr Leo joined MAS in 1998 and has held several different portfolios. These include Senior Assistant Director at the Supervisory Policy Division (SPD); Director of Training and Career Development in the Human Resource Department; and Executive Director of MAS’ External Department, responsible for MAS’ external relations with key stakeholders, and MAS’ corporate communications division.

Mrs. Salinee Wangtal has been directly responsible for regulating and supervising Thailand’s banking system for more than 2 decades. Her work span at the Bank of Thailand (BOT) has covered the Asian Financial Crisis in 1997 as well as the Global Financial Crisis in 2008-2009.
During her 7 years as a chief bank examiner at BOT, Mrs. Wangtal has adopted a thorough understanding of commercial bank business models, particularly, in the credit area.
During her 20 years at the Bank of Thailand, Mrs. Wangtal was appointed to served as the Managing Director at Nakornthon Bank in 1999 and was the First Executive Vice President at the Thai Military Bank during 2001 to 2002 (in charge of supervising their restructuring programs). Currently, she is the BOT’s representative to the Federation of Accounting Professions under the Royal Patronage of His Majesty the King.
Mrs. Wangtal graduated with Honors from Chulalongkorn University’s from the Faculty of Accountancy in Thailand, before continuing on to receive her M.B.A in Finance and International Business Administration Degree at Columbia University in the U.S. She has also received an Advanced Executive Management Certificate from Harvard University.

Tony Wood is an applied economist and former Chief Risk Officer with RBS, Retail and Commercial Markets Asia. In this role, he was responsible for risk management functions across 10 countries in Asia that focused on general banking, wealth management, consumer lending, business and mid-corporate banking. Tony was also part of the team that divested RBS non-core businesses in Asia and Middle East since 2009.
In a 12-year banking career he was worked across risk for most types of banking activities and has led a number of business restructurings and securitisation programmes. Tony has worked with retail banking businesses in the UK, US, Western Europe and Asia Pacific during his career.
Tony will be joining PwC Hong Kong as a Director within their Financial Service Practice in October 2011.
Dongning is the Director of General Administrative Office at the China Banking Regulatory Commission (CBRC), in charge of all CBRC publicity issue and information communication. She is the major drafter of the Supervisory Guidelines on Bank’s Reputation Risk Management, and the key contributor to the CBRC Annual Report 2006, 2007, 2008, 2009 and 2010. She was the Deputy Director of the Supervisory Rules and Regulatory Department at the CBRC. Before joint the CBRC, she worked with the Citigroup (London).
Dongning is a member of the Corporate Governance Task Force at the Basel Committee, participated in revising BIS Enhancing Corporate Governance for Banking Organisations 2010.
Dongning hold a Ph.D. in Economics from the SOAS, University of London and received her B.A. and M.A. in Economics both from Peking University.
Felicity assumed her current role with BNP Paribas in October 2008, supporting all their businesses in Asia Pacific. Her role also covers the management of Operational Risk and Controls, and supervising the new product and transaction approval processes for the bank’s Corporate and Investment Banking businesses. Prior to her current role, Felicity was Citi’s Chief Compliance Officer for all its businesses in Asia Pacific. During her career with Citi, Felicity was also their Regional Loan Product Counsel, supporting corporate finance and fixed income teams across Asia Pacific.
Felicity started her career as a Judge’s Associate, Federal Court of Australia. After this appointment she worked for law firms Clayton Utz and Lovells, in Sydney, London and Hong Kong. She left Lovells as a Senior Associate to join Citibank in 1997.
Felicity holds Economics and Law degrees from Sydney University, and is qualified as a Solicitor in Australia (NSW), England & Wales and Hong Kong. Felicity was born in Singapore, is married with three sons and has been living in Hong Kong for over 15 years.
