Payment protection insurance — Competition Appeal Tribunal rules on Barclays' appeal

On October 16, 2009, the Competition Appeal Tribunal published its judgment on Barclays Bank plc's appeal against the Competition Commission's final report published on January 29, 2009 following its two-year investigation of the supply of all non-store card payment protection insurance to consumers in the United Kingdom. This article examines the judgment of the CAT. The CC's final report The CC concluded in its report that there are a number of characteristics of the market for consumer PPI that restrict competition. In particular, that: The relevant product market is the sale by individual distributors or intermediaries of PPI to their own credit customers. Consumers find it difficult to compare different PPI policies and/or to switch providers, the effect of which is to hinder the supply of standalone PPI. Businesses that offer both PPI and credit products at the point of sale of the credit product face little or no competition and enjoy an unfair advantage over providers
