A leading banking group with an enviable reputation on the market place is recruiting for a Treasury Compliance Monitoring Manager.

This is a new vacancy as a result of expansion and the role purpose is to plan, manage, and execute a regulatory, risk-based compliance monitoring programme covering Bank’s Treasury trading activities [Corporate Treasury Sales & all Treasury business function areas, including Treasury Risk Control Functions (CAM Finance, Financial Control & the Risk Management Functions).

This is a varied and hands-on position and the duties will include:

· Responsibility for the oversight & monitoring of Treasury’s compliance with relevant FSA rules and guidance, including compliance with relevant market codes of conduct (e.g. the Non-Investment Product Code, Gilt Repo Code, etc).

· Performing regular Treasury compliance risk assessments to identify compliance risks and facilitate the development of a rolling, quarterly risk-based monitoring plan.

· Designing and maintaining risk-based Treasury compliance monitoring test programmes, taking account of industry best practice. Ensuring a sufficient level of monitoring activity is undertaken throughout the year.

· Identifying, documenting and proposing resolutions to identified regulatory issues / breaches and agree actions with Treasury Functional / Business Leader(s).

· Conducting key daily / weekly / monthly compliance checks over trading activity in order to identify potential or actual compliance issues, ensuring any identified errors, improper conduct or breaches receive appropriate and timely action

· Improving data interrogation capabilities to intelligently review trade data and identify meaningful exceptions

· Conducting ad hoc special investigations on regulatory incidents / complaints, trading errors and potential breaches. Identify, document and propose resolutions to actual or potential issues / breaches.

· Producing regular progress reports on all issues, ensuring breach/incident reports are completed in a timely manner and compiling written monthly management reports.

· Regularly reviewing resource requirements and ensure staff development and appropriate training arrangements are in place. Direct, manage and coach Treasury Compliance Analyst.

· Maintaining professional competence and remaining up to date with the effects of regulation on Treasury services and products, and compliance best practices. Maintaining and updating Treasury Compliance procedures.

The ideal candidate will have in-depth, professional work experience in a senior level compliance role, ideally with a mix of large and small firm experience and possibly time with the FSA and / or regulatory consulting experience. You will have strong knowledge of capital markets, money markets, foreign exchange and corporate banking Treasury services and products. This is a specialised role that will suit an experienced compliance professional who relishes the variety and challenge of working in a small, dynamic team – albeit one that is part of a much larger Directorate.
